Section 69 -
(1) Where it is deemed desirable for the purpose of coordinating effort or otherwise for more effectively dealing with or preventing an outbreak of any formidable epidemic disease, the Minister may, by statutory instrument, constitute a committee to be known as "epidemic committee" for a defined area to discharge such functions and carry out such duties in connection with such outbreaks, and to administer so much of this Act as may be prescribed in such notice, and may, in like manner, make regulations regarding the appointment of officers of such committee, the conduct of its
proceedings, the manner in which accounts shall be kept or any other matter relative to such committee.
(2) Where the area so defined includes wholly or partly the district or districts of one or more local authorities, the composition of an epidemic committee and the manner of allocating and defraying expenditure incurred by it shall be such as may
be mutually agreed in advance between the Minister and local authority or authorities concerned or, failing such agreement, as the Minister may, subject to this Act, fix and determine.
(3) In the event of the occurrence or threatened outbreak of any formidable epidemic disease in any district for which the district administrator is the local authority, the Minister may constitute an advisory committee of three or more persons resident in the district to advise and assist the district administrator in connection therewith and such committee shall if the Minister declares by notice in the Gazette be responsible for-
(a) organising the compulsory testing, screening and mandatory medical examination of targeted populations;
(b) organising the notification and reporting of cases;
(c) assisting paitner disclosure;
(d) providing proof of vaccination;
(e) restricting movement; quarantine and contact tracing; and
(f) providing vaccinations and treatment.
Section 5 -
(1) For the better eradication and prevention of the occurrence or spread within Zimbabwe and for the prevention of the introduction into Zimbabwe of diseases and pests the Minister may, by regulation, order or notice in a statutory instrument, do any or all of the matters or things specified in the Schedule.
(2) Nothing in this Act shall be construed as precluding the Minister, in the exercise of the power conferred upon him by subsection (1), from making provision for the eradication and prevention of the occurrence or spread amongst human beings of—
(a) a disease common to human beings and animals; or
(b) a pest injurious to both human beings and animals or capable of introducing or spreading amongst both human beings and animals a disease referred to in paragraph (a).
