Section 3 (extract) -
(1) The Ministry shall be under the control of the Minister.
(2) The functions of the Ministry shall, subject to this Act be-
(a) to protect, promote, improve and maintain the health of the population; and
(b) to determine the policies and measures necessary to protect, promote, improve and maintain the health and well-being of the population; and (...)
(g) to take measures for the prevention, limitation or suppression of infectious, communicable and non-communicable diseases within Zimbabwe; and
(h) to advise and assist local authorities in regard to matters affecting public health; and
(i) to, within the limits of available resources, endeavour to-
(i) ensure the provision of appropriate essential health services and functions, which must at least include primary health care services, to the population;
(ii) prevent and guard against the introduction of disease from outside the Zimbabwean borders;
(iii) promote or carry out researches and investigations in connection with the prevention or treatment of human diseases; (...)
(m) to, with other state authorities, enforce laws and regulations that protect public health and safety; and (...)
Section 50 (extract)
(1) The Minister may, in respect of the notification of diseases, make regulations as to-
(a) co-ordination in the notification of diseases of zoonotic origin to the relevant veterinary authority; (...)
Section 63 (extract) -
(1) There shall be between the Ministry and the Department of Veterinary Services a system of reciprocal notification as to outbreaks or threatened outbreaks of diseases liable to affect both man and animals, and of consultation as to the making of regulations or the taking of measures in connection therewith. (...)
Section 5 -
(1) For the better eradication and prevention of the occurrence or spread within
Zimbabwe and for the prevention of the introduction into Zimbabwe of diseases and
pests the Minister may, by regulation, order or notice in a statutory instrument, do any
or all of the matters or things specified in the Schedule.
(2) Nothing in this Act shall be construed as precluding the Minister, in the exercise
of the power conferred upon him by subsection (1), from making provision for the
eradication and prevention of the occurrence or spread amongst human beings of—
(a) a disease common to human beings and animals; or
(b) a pest injurious to both human beings and animals or capable of
introducing or spreading amongst both human beings and animals a disease referred
to in paragraph (a).
Section 20 (extract) -
(1) The Director may—
(a) with the approval of the Minister, delegate to a person any power conferred upon him by this Act in relation to a particular matter or class of matters or otherwise; (...)
Section 21 (extract) -
(1) An authorized person may, in the performance of his duties under this Act, enter
any land or vehicle and take with him such persons, animals, vehicles, appliances,
instruments, tools, drugs and other things as he may consider necessary for the
performance of his duties and there—
(a) do anything which he is authorized or required to do in terms of this Act; and
(b) supervise and inspect the doing of anything which any other person is required to do in terms of this Act (...)

Section 30 -
The Minister must report to Parliament annually on progress made on implementation of the rights in relation to public health set out in the Constitution.
Section 31 -
(1) Subject to this Act, the following principles must guide public health policy and practice-
(a) respect for human rights and adherence to both rights and responsibilities;
(b) promotion of justice, equity and gender equity;
( c) protection of the best interests of vulnerable groups of minors; (...)
( e) transparency, accountability and sustainability;
(f) precaution and protection of public health when there is uncertainty or incomplete infonnation about a public health risk; (...)
(i) community participation role in decisions and actions affecting their
health;
(j) recognition, respect and promotion of indigenous and traditional knowledge, practices and systems;
(k) promotion of access to information and education for public health; and
(l) respect for international commitments in public health.
(2) The public health principles of public health management set out in subsection (1) shall-
(a) serve as the general framework within which plans for the management of public health shall be formulated;
(b) serve as guidelines for the exercise of any function concerning public health management in terms of this Act or any other enactment.

Section 62 (extract)- Every Zimbabwean citizen or permanent resident, including juristic persons and the Zimbabwean media, has the right of access to any information held by the State or by any institution or agency of government at every level, in so far as the information is required in the interests of public accountability [...] Section 68 (extract)- 1. Every person has a right to administrative conduct that is lawful, prompt, efficient, reasonable, proportionate, impartial and both substantively and procedurally fair.
2. Any person whose right, freedom, interest or legitimate expectation has beenadversely affected by administrative conduct has the right to be given promptly and in writing the reasons for the conduct
