Section 11 -
(1) A licence shall not be required in respect of the following—
(a) the on-site disposal of household domestic waste by means of pit latrines, septic tanks and associated soakways, refuse pits and other on-site household domestic sanitation
systems (the limit for household domestic usage of septic tanks and associated soakways is 10 people per facility);
(b) the application of inorganic fertilisers, chemicals and animal manure used for the purposes of agricultural production, if the application is on-site and its effects are restricted to the location where such production takes place.
(2) Notwithstanding paragraphs (a) and (b), the Agency may require the person or local authority responsible for the disposal concerned to apply for a licence where it finds that the site in question
disposes of or receives waste or effluent that contains material that may cause environmental pollution.

(1) No person shall dispose of agricultural waste classified in Table 4 of the Third Schedule directly into water, and disposal of such waste to any part of the environment is prohibited except
under a waste disposal licence.

Section 97 -
(1) The projects listed in the First Schedule are projects which must not be implemented unless in each case, subject to this Part
(a) the Director-General has issued a certificate in respect of the project in
terms of section one hundred, following the submission of an environmental impact
assessment report in terms of section ninety-nine; and
(b) the certificate remains valid; and
(c) any conditions imposed by the Director-General in regard to the issue
of the certificate are complied with.
(2) Subject to subsection (4) any person who knowingly implements a project in
contravention of subsection (1) shall be guilty of an offence and liable to a fine not
exceeding ten million dollars or to imprisonment for a period not exceeding five years
or to both such fine and such imprisonment.

Section 87 -
(1) Subject to subsection (2), no person shall in any waters—
(a) without reasonable excuse, the proof whereof lies on him, kill any fish
by means of an explosive charge, the discharge of a firearm or the introduction into
the waters of any chemical, poison or intoxicating substance; or
(b) fish by jigging or by means of any jig or an electrical device; or
(c) wilfully injure or disturb the spawn of any fish or any spawning bed,
bank or shallow whereon or wherein such spawn is deposited;
except in terms of a permit issued in terms of section ninety-four..
(2) Subject to this Act, the appropriate authority for any waters may introduce any
chemical into such waters for the purpose of—
(a) rendering the water fit for human or animal consumption; or
(b) preventing and controlling human and animal diseases; or
(c) destroying aquatic growth.
